Freeman, housing chief Russell H. Freeman of Fort Lee, executive director of the Fort Lee Housing Authority, died Monday. Mr. Freeman was the first director of the authority, which was begun in 1969 to help provide housing for senior citizens. Recently, Mr.

Freeman was responsible for obtaining a grant for a 40-unit development in the borough. "He was a great organizer and worker, said Joseph Skelly, the authority's attorney. Mr. Freeman served 17 years as secretary and chairman of the Fort Lee Planning Board. Before retiring in 1967, he was a purchasing agent for Allied Chemical for 25 years.

He was a member of the Wakefield Rising Star Masonic Lodge 211 and the Church of the Good Shepherd, both in Fort Lee. He was also a member of the Salaam Temple of Livingston and the American Association of Retired Persons. Surviving are his wife, Jeannette M. Lyons Freeman; a daughter, Joanne C. Wentworth; three sisters, Ada Kurz, Annie Merkle, and Florence Kraut; and three brothers, Oliver, Raymond, and William.

Albrecht, 84, Thomas V. Sollas, chairman of the Paramus musicologist, curator Planning Board from 1953 to 1954, died Saturday. The Ridgewood resident, formerly of Paramus and Paterson, was 84. He was born in Italy. Before retiring, Mr.

Sollas was a builder and real-estate broker in Bergen County for 35 years. He was a member of the Northwest Bergen Board of Realtors. An Army veteran of World War he served as coordinator of transportation for Passaic, Bergen, and Morris counties during World War II. He was a member of the Draft Appeal Board of Passaic County, and received a certificate of commendation from Franklin D. Roosevelt and Harry Truman.

He was a member of the Elks and the Kiwanis Club, both in Paterson, and the Knights of Columbus chapter in Passaic. He was a breeder and judge of boxer dogs. Surviving are his wife, Nan Broderick Sol-las; two daughters, Phyllis Mahony of Ho-Ho-Kus and Elizabeth Sibilia of Interlaken; a son, Thomas V. Jr. of Bay Head; a sister, Mrs.

Albrecht earned his bachelor of arts degree from Penn in 1921, then attended the University of Copenhagen for one year before returning to Penn in 1923 to teach French. Albrecht was awarded a master's degree in French in 1925, followed by a doctorate in French literature in 1931. He also was fluent in six other foreign languages and read both Latin and Greek. From 1945 to 1946, he served as the United States representative to the Inter-Governmental Committee on Refugees in Bavaria.

In 1961, he worked in the Soviet Union as the music specialist for the U.S. State Department Albrecht was an honorary life member of the American Musicolo gical Society, an honorary fellow of the Pierpoint Morgan Library, and chaintjan of the American Music The Associated Press PHILADELPHIA Self-taught musicologist and author Otto E. Albrecht who retired in 1970 after 47 years as a professor and museum curator at the University of Pennsylvania, has died. He was 84. Albrecht with no formal training in music, became a lecturer at Penn's music department in 1938 and gained fame for his studies of Brahms, music sources, American music, music publishers, and musi-cology in Germany.

His best known book is "Senses of Autographed Music Manuscripts of European Composers in American Libraries," published in 1937. Albrecht died Friday at St. Mary Hospital. Services were incomplete. Albrecht developed a cataloging system for original compositions that is still used at Penn.

The music library, where he worked as curator until his death, was renamed after Funeral Home, Cliffside Park, with cremation at Garden State Crematory, North Bergen. Visiting hours are tonight from 7 to 9 and tomorrow from 2 to 4 and 7 to 9 p.m. STEPHEN M. PLATT, 30, of Fair Lawn died yesterday. A graduate of Fair Lawn High School and Rutgers University, News Brunswick, he attended graduate school at the University of Miami.

Surviving are his wife, Linda Wagner Piatt; and his parents, Sidney and Edith Piatt -and a brother, Arthur all of Fair Lawn. Services are tomorrow at 1 p.m. at the Louis Suburban Chapel, Fair Lawn, with entombment in the Sanctuary of Abraham and Sarah at Cedar Park Cemetery, Paramus. A mourning period will be observed at the Piatt residence in Fair Lawn. Donations to a favorite charity would be appreciated.

MARGARET M. TEARLE RINALDI, 67, of Englishtown, formerly of Saddle River, died Sunday. She was a member of the Freehold Area Hospital Volunteers Association and the Good Neighbors Association of Englishtown. She served as a volunteer at Valley Hospital's Kurth Cottage, Ridgewood. She attended Barnard College in New York City and was a 1938 graduate of New York University.

Surviving are two daughters, Kathi Meding of Allendale and Lisa of Long Beach, three sons, Michael of Bea-verton, Thomas of Allendale, and Peter of Portland, her mother, Margaret Tearle of Keansburg; a sister, Joan Salas of Cranf ord, and eight grandchildren. Her husband, Joseph, died in 1972. Arrangements were by the Rogers Funeral Home, Cambridge, Mass. Donations to the American Cancer Society would be appreciated. RUTH WARD ROBERTSON, 92, of Manchester Township, formerly of Harrington Park, died July 1.

She was a charter member of the Community Church of Harrington Park and a member of the Community Reformed Church of Manchester Township. Surviving are a niece, Elma Blowers of Tinton Falls, and a nephew, George Ward Jr. of Marcellus, N.Y. Her husband, James died in 1958. Two sisters, Margaretta E.

Faubel of Austintown, Ohio; her mother, Katherine Clouse of Carlstadt; three sisters, Dorothea Mezger of Wood-Ridge and Florida, Alma Cole of Wyckoff, and Glenna Olsen of Hudson, a brother, Whitfield Clouse of Myrtle Beach, S.C., and five grandchildren. HELEN WEISSE SCOTT, 71, of Red Hook, N.Y., formerly of Paramus, died Monday. Before retiring in 1979, she was an assistant director of nursing of Bergen Pines County Hospital in Paramus for 25 years. She graduated from the Lenox Hill Hospital School of Nursing in 1932. Surviving are a son, Fred D. Jr.

of Yarmouth, and a daughter, Helen D. Caro of Red Hook. Her husband, Fred is deceased. Services are tomorrow at 7 p.m. at the Burnett Rockefeller Funeral Home in Red Hook.

DALEY SLATER, 75, of Virginia Beach, formerly of Fair Lawn, died Monday. Before retiring, she was a registered nurse at National Forge in Warren, Pa. Surviving are three daughters, Patricia Jennings of Virginia Beach, Sandra Sutter of Paterson, and Rita Priff of Elmwood Park; four sons, Paul of Richmond, Thomas of Pompton Plains, William of Virginia Beach, and David of Rbchelle Park; a sister, Ellen Mangini in Arizona; two brothers, John Jr. and Neat, both of Warren, 18 grandchildren, and five great-grandchildren. Her husband, Paul, died in 1971.

Mass was said Monday at St John's R.C Church, Leonia. Arrangements were by the Hunt Funeral Home, Fort Lee. LOUISE M. WHELAN, 90, of Dunedin, formerly of Hackensack, died June 24. Before retiring, she was a teacher at State Street Junior High School in Hackensack for 42 years.

She was a parishioner of Our Lady of Lourdes R.C. Church in Dunedin. Surviving are two sisters, Mary Whelan and Rose W. Sedgewick, both of Dunedin. Arrangements were by the Moss Funeral Home Dunedin.

JAMES ZACCONE, 68, of Park Ridge, formerly of North Bergen, died Monday. He was an elevator constructor for the Alert Elevator Company of Emerson and a member of the International Union of Elevator Constructors, Local 1, New York City. Surviving are his wife, Florence Gronborg Zaccone; a son, Ronald of Hillsdale; a daughter, Jane Mezza of Park Ridge; three sisters. Rose Brancale of Weehawken, Adeline Vince of Fairview, and Yolanda Lazroe of West New York; a brother, Thomas of Union City, and three grandchildren. Services are tomorrow at 11 a.m.

Franco The Associated Press AVLLA, Spain Historian Claudio Sanchez Albornoz, proclaimed as a' president-in-exile during the Franco dictatorship, suffered a heart attack and died Sunday in a clinic here, his doctors reported.

He was 91. A member of the Spanish Academy of History, he served as foreign minister of the Spanish Republic in 1933, and was the ambassador to Portugal when the Spanish Civil War began in 1936. When Gen. Franciso Franco's army won the war in 1939, Sanchez Albornoz went into exile in Argentina, where he remained until 1983when he returned to Spain because of failing health. He died at the Nuestra Senora de Sonsoles Clinic, which he had entered more than three months ago, suffering from a respiratory illness.

Sanchez Albornoz and his supporters considered him the president-in-exile of the Second Spanish Republic from 1959 until 1970. Franco died Nov. 20, 1975, and Spain restored democracy with an elected government Sanchez Albornoz wrote some 150 books, including "Spain, a Historic Mystery," and "Spaniards Before History." Elmer E. Myers, founder of N.Y. securities firm Elmer E.

Myers, a retired stockbroker and a founder of Security Traders of New York, died Monday. The South Salem, N.Y., resident, formerly of Hillsdale and Hackensack, was 84. Mr. Myers began as a bond trader in 1918. He was vice-president of Security Traders of New York.

He was an Army veteran of both world wars and attained the rank of staff sergeant during the North Africa campaign of World War II. Mr. Myers had been national commander of the World War Tank Corps Association, an organization of veterans who served In armored units during wartime. He was a parishioner of St Mary's R.C. Church in Ridgefield, Conn.

Surviving are his wife, Barbara Wishinsky Myers; two sons, Robert E. of Montvale and Stephen of South Salem, N.Y., president of the USA Cable Corporation; a daughter, Barbara E. Niles of Laurel, a sister, Florence Freund of River Edge, and three grandchildren. Mass will be said Friday at 10 a.m. at St Mary's Church, with burial in the church cemetery.

Friends may visit tomorrow from 3 to 5 and 7 to 9 p.m. JAMES RAMSEY GOETSCHIUS 85, a lifelong resident of Ramsey, died Monday. Before retiring in 1965, he was a cashier and director of the Ramsey First National Bank for 46 years. He was a member and an elder of the First Presbyterian Church, Ramsey.

A charter member of the Ramsey Historical Society, he also belonged to the Ramsey Leisure Club; Fortitude Masonic Lodge 200, Ramsey; the Ramsey Republican Club, and the Bergen County Bankers Association. In 1930 he moved to Australia, where as chief engineer and one of STCs top executives he was responsible for establishing Australia's radio system. McQuillan supervised construction and trained radio personnel, according to his son, John M.

McQuillan, who is a telecommunications consultant in Cambridge, Mass. During World War McQuillan was involved in the design and manufacture of radio equipment for the VS. Army Signal Corps for forces in the southeastern Pacific. In 1945 he came to the United States and later became a citizen. He continued to work for ITT as an executive in its technical department He retired in 1971 after working for ITT for 47 years.

The Associated Press GREENWICH, Conn. Communications pioneer John McQuillan, who took part in the first transatlantic radio conversation, died Sunday of pneumonia at age 85. Born in Gillingham, England, McQuillan studied electrical engineering at the University of London. Upon graduation, he went to work for Standard Telephone and Cable, which later became part of International Telephone and Telegraph Corporation, now ITT Corporation. In 1923 McQuillan was one of a dozen engineers on both sides of the Atlantic who spoke in the first radio conversation between Rugby, England, and Stony Point Long Island.

McQuillan designed radio broadcast equipment and started radio stations in England, France, Hunga Elizabeth LaMotta, 83, boxing champ's mother Elizabeth Merluzzo LaMotta, mother of former middleweight boxing champion Jake LaMotta, died yesterday. The Englewood Cliffs resident was 83. Mrs. LaMotta was a former New York City resident Jake LaMotta was middleweight boxing champion in 1949 and in 1950. In 1980, Robert DeNiro portrayed LaMotta in Martin Scor-cese's film "Raging Bull-Surviving are three sons, Jake of New York City, Joseph of Fort Lee, and Albert of Roslyn, N.Y4 two daughters, Ann Ramaglia of Mount Sinai, N.Y.
